I have not been in a track race since 1982, and only run 2 miles a day since that time to keep the heart pumping. I have plenty of time to train now and would like to be a top sub vet. I was thinking of 14-20 miles a week, with two track workouts tue & thur 8X200 90 sec rest or 4x400 2 min rest, with easy 2-3 mile runs all other days.
My all out 1/4 right now is 68 ('82-53.5) and I just ran 5:49 all out mile ha ha ('82- 4:24.6). What do you reccomend. Im 39 now. Stratford, CT.

What do I recommend? Hmm... Just do it. Your approach sounds reasonable, and the ability obviously is (was) there, so with some patience and a healthy body, the goal should be attainable.

You don't say what splits you'll be doing your 200's in or your 400's. 14-20 miles a week will not be enuf to crack 2 minutes at your age. and neither will a handful of 200's and 400's. obviously it'll take a while to get some of that speed back, but I think 2 minutes is unrealistic at this point with what you are planning to do. If you do the 200's at 32 and the quarters at 68, the best you can hope for is about a 2:12, which ain't bad for an old guy. If you're serious, build up to 40 miles a week,then sustain that for 6 weeks before hitting the track. Then do 4x 220 (at 27-31) and 8x440 (at 60-65) tuesdays and FRIDAYS, to benefit from the extra day's rest. 6 weeks of that, and you should be able to run about a 2:05.
