Could someone tell me what one would have to do to be able to apply for a cross country/track scholarship in distance running, would a top 20 finish at the Australian Cross Country Championships be sufficent.

It would depend on the level (i.e. Divsion I or II, NAIA, etc.) and the particular school. There are limited scholarships and each school has certain -- and widely varying -- criteria for athletes/students to fit their program. I would think a top 20 finish would be enough to at least get the interest of several schools, and quite possible be worthy of offers.
