What would you say is the average time for an adult male over the following distances:
800m, 1500m, 5k, 10k |

I wouldn't even know where to start, short of analyzing all the age groups of a major road race. Average for an un-trained person, a recreational athlete, someone who was once competitive? Lots of variables there.

well i am 19 and my pr are:
800m = 2:10
1500m = 4:40
5k = 17:34
10k = 38:18
This is with training two or three times a week about 10 miles a week on average i just wondered how much id improve if i trained properly? |

There's really no way to answer that without watching you run. With that low of a training load, there certainly is room for improvement. But, there is not any formula for how much any given person will improve with a certain training plan. What is over-training for one person might be under-training for another.
Your times across events do seem pretty comparable, which is a bit odd considering the low training mileage.

i did my pr at the following ages:
800m 2:10 at the age of 16
1500m 4:40 at the age of 16
5k 17:34 at the age of 18
10k 38:18 at the age of 19
i feel if i train properly and consistently i will be able to compete with the best. |

Ok, the ages make a bit more sense. Looks like you've improved as your body has matured, overcoming any lack of training relative to your earlier events.

I consider myself an average runner. Here are my current and very average PRs.
800 2:15(ran once as part of relay after racing 1 mile and 2 mile). I think I could run 2:10
1 mile 4:41
5k 17:09
10k 36:36
Due to injuries I have never been able to average more than 45 miles a week. I am currently injured, by the way. Given your age and very low mileage, I think you could do very well. Go for it. And stay healthy.

a 38 minute 10k off 10 miles a week training is nothing short of astounding. Most who run 40 miles a week can do a 36. But most who do 10 miles a week probably couldn't break 43 minutes. You've definitely got the potential to break 33 minutes if you train properly (as, say, with a college team).

I am 26 male and always considered myself an average runner my pr's are:
800m1:58
1500m4:02
5K16:44
10k36:12
This is with 40-50 miles a week training

Average in a competition sense, maybe, but certainly above average (specifically the 1500) for the general track & field populace.
For what it's worth, your mileage is right about where I figure a 1500 runner should be.
