My first time running tack was last year made it to valley championships with a time of 50.2 in 400 meter dash. I decided that I was going to train hard in the off season and come back for my senior year and run a high 47. well this year has been horrible I'm close the end of the season and I haven't even broken into the 50's yet. I know it's all mental because I'm doing great in practice, but I can't seem to preform at the track meets. it's very frustrating, I don't know what to do.

That is indeed frustrating... Assuming you are correct (no injuries or training peculiarities?) that it is largely in your head, I would strongly recommend The New Toughness Training for Sports by James Loehr. Inexspensive, fast reading, and very beneficial to getting your mental game on track (no pun intended ).
