There is, but it's illegal and has some rather serious health risks -- EPO. Caffeine has been shown to have some positive effect, as has high-low altitude training. Otherwise, basically good hard work is the winning formula.
The problem is that most supplements aid the building of muscle mass, but that's not beneficial for distance runners. They need to develop lung capacity and transport lots of oxygen in the blood, and I honestly wouldn't trust my health to any supplement that claimed to do either.
