From the statistics page:
"The following is the best possible Men's and Women's 100m races, constructed from the best 10m segments legally recorded."
Actually, more than a half of those splits weren't officially recorded. It's important because accuracy varies from the methods used to search those split times.
From the 'legal' analysis i've collected:
MEN
RT 0.100 Jon Drummond (Monaco'93)
0-10m 1.69 Raymond Stewart(Tokyo'91), 1.69 Ben Johnson* (Seoul'88 )
10-20m 1.00 Bruny Surin (Sevilla'99), Ben Johnson* (Roma'87 qf)
20-30m 0.91 Leroy Burrell (Tokyo'91), Donovan Bailey (Athína'97), Bruny Surin (Sevilla'99), 0.90 Ben Johnson* (Seoul'88 sf)
30-40m 0.87 Carl Lewis (Roma'87), Donovan Bailey (Athína'97), 0.86 Ben Johnson* (Seoul'88 )
40-50m 0.84 Carl Lewis (Tokyo'91), Ben Johnson* (Seoul'88 )
50-60m 0.83 Carl Lewis & Ben Johnson* (Seoul'88 )
60-70m 0.84 Carl Lewis (Tokyo'91), Ben Johnson* (Seoul'88 )
70-80m 0.83 Carl Lewis (Tokyo'91)
80-90m 0.85 Carl Lewis (Roma'87 sf & f, Seoul'88 sf, Tokyo'91, Stuttgart'93), Maurice Greene (Sevilla'99)
90-100m 0.85 Carl Lewis (Stuttgart'93)
Total 9.62, 9.60 counting Johnson.
Note: Carl Lewis was timed in 1.70 in his last 20m in Stuttgart'93 semi-final from analysis published in DLV research-project by Martin-Luther-Universität. That mean 2 10m sections in 0.85 at even pace. Knowing that his previous 20m section (60-80m) was covered in 1.72 (0.86 per 10m), i think he last 10m section (90-100m) was 0.85.
The biomechanical team of JAAF reported that Carl Lewis ran a 0.80 10m section (12.50m/s) during his 9.80 in Tokyo quarter-final, with +4.3m/s wind-assistance
WOMEN
RT 0.10 Esther Möller (Athens'97 h)
0-10m 1.78 Irina Privalova (Tokyo'91)
10-20m 1.07 Anelia Nuneva (Seoul'88 sf)
20-30m 0.99 Marion Jones (Sevilla'99)
30-40m 0.94 Marion Jones (New Orleans'98, Sevilla'99), Ekaterini Thánou (Sevilla'99)
40-50m 0.93 Heďke Drechsler (Roma'87 sf), 0.93 Marion Jones (New Orleans'98 ), Ekaterini Thánou (Sevilla'99)
50-60m 0.92 Heďke Drechsler (Roma'87), Marion Jones (Sevilla'99)
60-70m 0.93 Silke Gladisch (Roma'87 f), Chryste Gaines (New Orleans'98 )
70-80m 0.93 Marion Jones (New Orleans'98 )
80-90m 0.93 Marion Jones (New Orleans'98 )
90-100m 0.95 Marion Jones (New Orleans'98 )
total: 10.47
Note: Florence Griffith-Joyner's races which were analysed were all wind-assisted (in semi and final in Seoul'88 ), so she doesn't appear in those lists. Her maximum speed ever recorded was 10.98m/s (0.91 10m segment) between 60m and 90m in Seoul'88 final.
From my analysis of Indianapolis tapes, i found that she reached a 0.89 segment during 10.49, and other segments were obviously better than the list, but they weren't "legaly recorded".

If we can get some sort of consensus on the matter (the summary was my addition), I'll change it appropriately.

Its all great information ... And should be posted ... I would post both sets of data ... First the "official" data - as in officially recorded data ... And then that of X-King with the introduction that it is personall data compiled by he and the methodology that he used to accumulate the data ... I think data should always be qualified as to source materials or methodology used ... In either case outstanding jobs by both X-King and Pierre ... I still have yet to take the time to try to do some similar analysis but I know it is most difficult to do ... So Kudos to both ... _________________ Conway

I didn't say that the data that I gave was 'legally' recorded. In fact when I e-mailed Dan my Statistics, I purposely wrote at the top of the e-mail that these Splits come from Video-Tape analysis footage, where the Videos that the Splits were taken from range from 25-120Hz.
Obviously I didn't make my myself clear in what writing I wanted at the top of the e-mail. Sorry for the confusion everyone
