You can't really expect us to know what the heck you're talking about??? Is this commentary on the entry standards, the size of the fields, medal counts, a new event, or??
It would really help if you explain what you're discussing before posing the question...

I agree ... It could be an interesting subject IF I knew what you are talking about ...
If it is some type of proposal, I'm not sure how it would ever work as most countries don't run relays other than Worlds and Olympics ... Therefore there are no times to compare and no top 16 (or top anything) lists to base entry on ... _________________ Conway

___Therefore, you can see the problem with the revised, just a couple days ago, 2004 Olympic Games Entry Standards. According to the 2004 Olympic Games Entry Standards, top sixteen relays both men and women 4x100 and 4x400 will qualify for the Olympics.
___What are they going to base that on? I believe that the IAAF is going to base that on the best performance lists. This does not seem to be the best idea, at least in my humble opinion.

___I believe that it would be just to base it on both the relay and group individual times (the sum of the top four individual performances within the qualifying period within a single nation). I don't see how there can really be any entry standard for relays, since they aren't contested at national championships or any of the main meets during the summer series. Many countries will not have a time from top level competition, and many others will have times from iffy meets and questionable circumstances. There's virtually no head to head competition in relay qualifying, so any sort of selection criteria is going to be heavily skewed.
Unless, of course, part of the plan is to also introduce relay competitions during the season...

The basis for qualification is actually the average of the two best times during the qualifying period (which started on January 1, 2003). And no, individual times cannot be substituted. The teams which did well in the World Champs should have no problem - they can use their times from the heats and final in Paris. For others, it may not be so easy - especially for those countries which were not present at WCh. They may need to arrange special meets to achieve qualifying times... especially in the 4x400, it may be a problem.

___It may get funny. Let say, for example, that four teams get knocked-out of the Olympics on the last qualifying date. For many teams trying to qualify early or relying on the times from the last WC may mean not qualifying at all.

It ssems most likely that Japn ran with Asahara Nobuharu as the anchor, Takahira Shinji on the first leg, Shingo Suetsugu on the second leg, and either Ishikura Kazuki or Miyazaki Hishahi on the third leg. I believe that with respect to the third leg, the best guess would have to be based on which of the two above--mentioned sprinters is a better turn--runner (or which is a 200 m specialist).
My guess is:
LEG 1: Takahira Shinji
LEG 2: Shingo Seutsegu
LEG 3: Ishikira Kazuki or Miyazaki Hishahi

___Sunday, May 16, 2004 Grande Premio Rio de Atletismo Rio de Janeiro (BRA) GP II, and GP I in Belem. Brazil, on the 23rd of May, 2004 are going to provide an opportunity for the national relay teams to qualify for the Olympics. Tomorrow, a road to Athens will be opened to men's and women's 4 x 100 m, and 4 x 400 m relay teams. In addition, a mixed medley relay is going to be competed outside of the GP format on a trial basis.

I would like to congratulate Mrs. Irena Szewinska - - Kirszenstein;
___the president of the PZLA -- Polish Athletic Federation, the best Polish athlete ever (the gold Olympic medalist in the 200 m and 400 m races as well as the first woman to hold world records for 100 m, 200 m, and 400 m at the same time), a great Polish track and field activist; and the highest committee within PZLA,
__the courage to choose the athletes on the Olympic Polish relay teams, limit the number of athletes on the relay teams to five, and thus ultimately take personal responsibility herself for the

___Well, Urbas and Jedrusinski are going to the Olympics. Be ready for some fire works. You should expect the 'usual,'not just from Urbas and Jedrusinski, but from the entire Polish 4 x 100 meters relay members, including Chyla. Over next month you will hear how injured, weak, and out of shape they are.
___Within a week from the Olympics, you should see the first decent race ran by Urbas, Jedrusinski, and Chyla. It should not be great. They should run about 20.40 to 20.50, Urbas and Jedrusinski, and 10.25 to 10.30, Chyla. They should complaine about that they are not ready for the Olympics.
___With respect to Urbas and Jedrusinski,their first decent races should come from quaterfinal heats. They both should try to finish high enough to avoid getting lanes 1,2, and 8 in the final. Their best races should happen in the semifinal heats.
____With respect to Chyla, his best race should come in a quaterfinal heat, and possibly the semifinal heat.
___However, if any or all three above--mentioned sprinters are going to get to the final, they are not going to perform their best. Why? It is very simple. Their chances of winning a medal on individual basis are near zero. Therefore, they are going to focus their efforts on the final of the 4 x 100 meters relay.
___They already missed an oportunity to be a bronze medalists from Paris. How? Well, they put their sights too high. They wanted to chase Brasil. Brasil finished third; and after the British were disqualified, the Brasilians are the silver medalists. However, in their effort to chase Brasil, they did not pay attention to other teams. The Dutch relay in lane eight or seven did edge them for the fourth place, that after the disqualification of the British relay, gave them third place or a bronze medal.
