Assuming you mean Senior National, then it's pretty weak.
... which perfectly illustrates why questions like that need better defined constraints before answering...

Consider that Felix ran 22.11 last year at 17 years old ... Marion Jones was 22.56 at 17 or 18 (can't remember which) ... Chandra Cheeseborough was 22.77 at 17 ... Here in California, the state meet is won somewhere around 22.90 to 23.20 annually ... And if you can't run under 23.00 you have little chance to medal at either NC's or USATF nationals ... Almost have to be high 23's at 16 to have a shot on the national level within the next couple of years .... _________________ Conway
