Is it possible to be faster at an older age than younger?

I have read some very interesting records on the web such as here.

There are times in the 100m sprint where there are runners that are faster at 45 than I was at 18, the question is were these runners faster at the age that they broke the world record at 35-40 (such as sprinting), than they were when they ran when they were 17 or 25 years old? I would really like to know, because i would like to find out how they got there and what type of training they did to get to breaking that record. It really is an insperation. I'm not expecting to bust into the 9 second range, let alone 10, but I feel I could get back into the 11 second range. Is anybody here faster today than when you were in lets say high school/college?

It's very uncommon to get faster beyond the age of 30. Most of the age group WR caliber athletes were very good at a younger age, but usually not tip of the iceberg. What sets them apart is typically years of healthy training. It's not impossible to get back close to one's younger levels, but exceeding them pretty much means you were doing something wrong before.

I do agree 99% because he might have not run his fastest when he was younger, so let say he only got 95% out of his maximum speed when younger, his 99% in his 30's still may be faster than 95% in his 20's.

Never know for sure unless you try!

Given the physical declines, it would probably be more like 80-85% of 20's levels. It's tough to screw up that badly at a younger age unless injuries are largely to blame.
