I think i spelled that right lol.

When I run the 100 I have no problem with my arms in the 200 though I can't seem to get the full way without my arms feeling like i can't swing them fully. Feels like I lose some speed when I can't get full arm movement and i've heard it gives you about 15% of your speed. So I was wondering what I can do to get more out of my arms.

Run with weights on my wrists? Use those rubber band things stuck on a wall and moving my arms in the right movement?

Sounds like you've got the strength but lack the endurance. You need to do moderately low weight, high rep arms swings with weights to get you past that 20 second burn point.

are you tensed up at all afterwards? maybe it could be something in your form then. One of my summer track mentors once told me that I should imagine my fingers holding potatoe chips. The arms going straight and "tapping" an imaginary plane of glass going straight down the body in front of the chest

Keep us posted on how the light weight/low rep stuff goes...it's helped me in the past in terms of tone so hopefully it'll help!

Most people use their arms over the last 20 to 40 meters of the 200--meter race to make the rest of the body (legs) keep on moving fast. According to some books that I read there is no physiological reason for a person to have a trouble running the last 22 to 45 yards of the 200—meter race, but most persons do experience trouble over the last 20 to 40 meters.

How could they possibly support there being no physiological reason to fatigue at the end of a 200?! The body is steadily breaking down after 60-70m of sprinting. Nothing magically turns back in your favor at 160m.

You are right, but I guess that they think that since you have not broken down between 70 and 160 meters, there is no reason for you to break down between 160 and 200 meters. I guess that they cannot point to one single thing.
