Hi Dan, I wondered if you could tell me how many miles a week and what type of sessions you would suggest to a runner that is male 19 and runs 800m and 1500m and wants to do the best he can.

This time of the year, 40 to 50 miles a week with a fairly even mix of long runs, tempo runs of 15-20 minutes, and fast intervals, either on the track, roads, grass, or hills. That could be extended through the winter and into the early part of the track season, at which point the mileage would probably drop closer to 30-40 (higher if the focus is the 1500 more than the 800), with at most one longish run a week and two workouts per week focused exclusively on race pace running.
